Instead, the president on Tuesday met with health officials and members of his administration to receive an update on the crisis and briefly addressed reporters.

"The first and most urgent recommendation of this Commission is direct and completely within your control", the interim report concludes. The overdose death toll in 2016 is believed to have topped 59,000, more than peak deaths from auto crash deaths, HIV or firearms.

"During my campaign, I promised to fight this battle, because, as president of the United States, my greatest responsibility is to protect the American people and to ensure their safety, especially in some parts of our country, it is terrible", Trump told reporters after the closed-door meeting.

"We welcome and agree with all of the findings of the commission", Williams said.

Donald Trump has declared that the U.S. "will win" the fight against the opioid crisis.

Price said most national emergencies focus on a specific threat or time period, such as the nation's response to the Zika virus and Hurricane Sandy.

"And we have the drug lords in Mexico that are knocking the hell out of our country", Mr Trump said, according to a transcript of the conversation obtained by the Washington Post.

In May, Price visited Charleston to talk about the opioid epidemic with policymakers from both the state and federal levels along with representatives from several organizations.

"I know that physicians and other providers have oftentimes sensed that there is an incentive to provide narcotic medication and we need to do all that we can to make certain that, yes, people are provided appropriate narcotic medication when necessary, but no more than necessary", Price said.

"The president certainly believes we should treat is as an emergency, and it is an emergency", Price told reporters after meeting with Trump. Here Trump's solution is beefed up enforcement and prosecution of drug crime. Last week, in Huntington, West Virginia - the state with the highest rate of drug overdoses in the country - Trump only mentioned the epidemic once.

White House counselor Kellyanne Conway said the president understands that a strategy will require effort on multiple fronts. "Especially in some parts of our country, it is terrible what's going on with opioid and other drugs".

"We have to win for our youth", the president said.

The commission, headed by Republican New Jersey Governor Chris Christie, recommended steps such as waiving a federal rule that restricts the number of people who can get residential addiction treatment under the Medicaid healthcare program for the poor and disabled. The draft also supported "911 drug immunity laws" to encourage addicts to call for medical help when a fellow user overdoses.

During his presidential campaign, Trump repeatedly spoke about opioid addiction and its impact in the United States - particularly in rural, lower-income and working-class areas. The panel said that the proliferation of fentanyl, a synthetic opioid up to 50 times more potent than heroin that has been linked to an "alarming increase" in drug overdose deaths, has come primarily from China. The pilot program includes funding for 12 assistant US attorneys, including one in Nevada, to investigate and prosecute pill mills and pharmacies that dispense prescription opioids for illegitimate purposes.
